The images were missing both the tags and the location data although the time that the image was taken seemed to be intact.

As I have a Pro account I downloaded the original image. I downloaded one png and one jpg to test and see if all of the metadata would come down with the image.
Some of these metadata were uploaded along with the image, mostly by adding it via digiKam in Linux the rest I added in Flickr itself. I have images on Flickr in both png and jpg format with metadata associated with them (location, tags, time, etc.).
